Sandy soil that will not hold water: how to raise its water reserve
A sandy soil does not hold water because its pores are too wide. Gravity carries much of each rainfall or irrigation event below the root zone before roots reach it: the parcel is short of storage, not of water. Raise the reserve by adding surfaces and fine pores where roots work; a soil analysis decides which way.

An amendment changes what your soil stores and how far the roots reach it. It does not make rain, and it will not rescue a block whose real constraint is rootstock, canopy or a capped water allocation. Decide which of those binds before you spend on the soil.

Lost 30% of your harvest in two dry years? What to do to the soil, not the irrigation
The 30% is your figure, not ours, and no one can promise to give a defined share of it back. After two dry years the deficit usually sits in what the soil stores and what the roots reach, not in the pipework: irrigation moves water, it does not make a soil keep it. In most regions the allocation, not the pump, is the binding limit.
